The MEGA Cebu 2050 Vision


Mega Cebu is the grand vision of Metro Cebu Development Coordinating Board (MCDCB) for the metro-wide planning and development of Cebu,  espousing a Wholesome, Advanced, Vibrant, Equitable, Sustainable (W.A.V.E.S) Cebu in 2050.

It is a dream for the collective future of Cebu, anchored on a common ground and shared identity.

As culled from the presentation which I attended on the 12th of August, Mega Cebu promotes long-term and collaborative planning and action towards a more sustainable city-region.

The MCDCB is a consortium of the Province of Cebu, 13 cities and municipalties located along the eastern side of Cebu Island, comprising of Carcar, Naga, Talisay, Cebu, Mandaue, Lapulapu and Danao, and the municipalites of San Fernando, Minglanilla, Cordova, Consolacion, Liloan and Compostela. Regional line government agencies, private sector and civil society organizations are members too, in the coordinative effort. Please see Chart 1 below for the illustrative relationship of sectors.



 The establishment of MCDCB is indicative of the group’s desire to facilitate the formulation, coordination and monitoring of policies, strategies and standards for the development of Cebu.

Chart 2 below depicts the organizational  structure and working linkages of Metro Cebu Development and Coordinating Board, which is composed of the Cebu Provincial Government (Governor), with the LGU (the Mayor) and the private sector/civil society as co-chairs. The National Economic and Development Authority (NEDA) seats as the MCDCB secretariat.


 The Ramon Aboitiz Foundation Inc. (RAFI), through the Eduardo Aboitiz Development Studies Center facilitates the Mega Cebu Project. It holds the Research, Program and Organizational Development of MCDCB. It also serves as coordinating and operations arm, and process facilitator of the different functions, programs, plans, structures and efforts of MCDCB.

The private sector and civil society group team up with the public sector in the following committees :

  • Integrated Development and Planning ;
  • Human Resource, Assets and Partnerships ;
  • ICT and Knowledge Management ;
  • Environment and Public Safety.

Integrated, Coordinated & Participative :   A strong citizen’s participation and collaboration together with responsive and accountable governance that identifies, plans and delivers integrated solutions.

Following are the major Areas of Cooperation :

  • Transport and traffic management ;
  • Integrated development, urban and land use planning & zoning ;
  • Pollution control and solid waste disposal/management ;
  • Flood control/drainage and sewerage system ;
  • Public safety and security ;
  • Road improvement and infrastructure development ;
  • Urban renewal and shelter
  • Coastal resources and watershed management ;
  • Climate change adaptation and disaster risk reduction ;
  • Health & sanitation/environmental management.
